This miscellaneous item can be found in Valerica’s Study at Castle Volkihar, Arch-Mage’s Quarters at the College of Winterhold. Some can be mined from Geode Veins in Blackreach. If you kill Karstaag, there’s a chance that they drop Grand Soul Gem. But the fastest way to obtain it is by purchasing it from general goods merchants, or of course, by getting it spawned via the ID.
